Smile London Scott 160 one penny under paying, April 10 1907, To Baltimore Maryland  on arrival paying Two U.S. Precancels postage dues 6 cents.  perf 12,J 38 1 cent   deep claret,  perf 12, 5  cent  J 41 deep claret. For a total of 7 cents postage.

I'm afraid that's not a registered letter. It is just addressed to the Registrar of a University. The "Reg" manuscript is likely just an internal reference to direct it to the Registrar's box.

The rate to the USA at the time was 2 1/2d, leaving a shortfall in postage of 1 1/2d. The exchange rate in 1907 was approximately £1 = US$4.80 or 2 cents per 1d (240d in the £). So the postage due represents "double the deficiency".
