There are 250 different stamps issued in seven distinct sets with the portraits of Washington or Franklin. How do you identify these correctly?
This series was created by the Bureau of Engraving and Printing (BEP) to answer key questions: What was the most respected images for stamps?, What was the best paper to use (unwatermarked, watermarked with small of large USPS)?, What was the best printing method (flat plate, rotary or offset)?, Will the US Public accept coils and booklets for their purchases?
Precancels - This was also the first major set of stamps to be precancelled!
Perforations - Which size works best (10, 10.5, 11,12?)
Mail O Meter - This was the first time stamps were sold by third parties. Imperf Coils with diagonal slits or a series of holes were designed for the public to purchase these stamps from machines dispensers!
Designs - There were only five basic designs. 1908-1911 Franklin stamps show an Olive Leaf signifying peace. From 1912 onward the Franklin stamps show on Oak Leaf signifying strength.
There were six different sets printed between 1908 and 1922.

Here are the two different papers Bluish paper on the left ,Yellow green on the right a yellow tint mixed in the green. The Bluish paper or rag paper almost gay in color is for Scott 357,358,359,360,361,362,363,364,365,366. These are scarce and all perf 12 Double line watermark on all click here for paper differences>.

How to tell the difference of Scott 331 and Scott 374 when its on cover or used with date on it. Scott 331 was first used Dec 2 1908. Scott 374 was first used Nov 23 1910. Now you have a time line. So any dates before November 23 1910 are Scott 331 types. You can use this with other Scott numbers as well as long as you Know the Earliest date used and there is a date on them and there are only two types with the same perfs. That will narrow it down for used stamps with dates. Happy hunting. So what is the Scott number of this stamp? To rule out Scott 357 Bluish paper, if it has a yellow tinge to the ink and the paper looks like its white and not light gray. Then its Scott 331 or 374.
